Course Description: | Identifies and demonstrates basic tactics and active threat concepts, principles and techniques. This course introduces basic skills and knowledge necessary to perform the duties of the Seasonal Law Enforcement Ranger while working in various tactical environments. This course includes basic tactics, control tactics, tactical medicine, electronic control device, Oleoresin Capsicum, active threat, aircraft counter measures and flying armed knowledge and ability. Conforms to National Park Service standards and Federal Law Enforcement Training Center certification requirements. |

STANDARD COMPETENCIES:
1. Identify and demonstrate body movement, safe weapon handling, contact/cover, concealment, door entry
and room clearing during tactical applications.
2. Demonstrate methods for handling and searching suspects with visible weapons.
3. Identify and demonstrate officer safety and survival (OSS) techniques through the utilization of pressure points,
weapon retention, takedowns, ground defense, OC, baton techniques and edged weapons.
4. Identify and demonstrate considerations, initial responder duties and response tactics to an active threat/event.
5. Demonstrate limited penetrations tactics and concepts.
6. Demonstrate the TSA/FAA common strategy as it relates to law enforcement officers that fly armed.
7. Identify and demonstrate the special aircraft jurisdiction of the United States and related legal authorities.
8. Describe considerations for taking action during an act of air piracy or a crime of violence on board a commercial
aircraft in flight whether an air marshal is on board or not.
9. Demonstrate procedures for handling improvised explosive devices (IED) on board a commercial aircraft.
10. Describe common myths and truths about aircraft vital systems and aircraft performance.
11. Identify and demonstrate appropriate responses to a threat assessment while maintaining a law enforcement ranger’s
Position of Advantage (POA) in relation to the suspect(s).
12. Identify and demonstrate the basic operation of restraint equipment by applying appropriate standing, kneeling and prone
handcuffing techniques followed by the removal of handcuffs.
13. Identify and demonstrate proper body positioning and deployment techniques.
14. Identify and demonstrate personal/issued weapons and their application during fighting in a close quarter environment which
includes an electronic control device (ECD).
15. Define a medical threat assessment, to include a medical plan for a tactical operation.
16. Apply techniques to control life-threatening bleeding during care under fire and demonstrate techniques to treat life-threatening
and non-life-threatening injuries during tactical field care
