  Course Description:Teaches basic skills and knowledge necessary to perform the duties of a Seasonal Law Enforcement Ranger. Provides students basic knowledge of federal guidelines and competencies of Code of Federal Regulations through lecture and practical applications. Introduces History of the National Park Service, Authority and Jurisdiction, 4th, 5th and 6th Amendment, Officer Liability, along with Federal Criminal Law and Court Procedures. Conforms to National Park Service standards and Federal Law Enforcement Training Center certification requirements.

 STANDARD COMPETENCIES:
 
 1. Demonstrate an understanding of the Law Enforcement mission of the national Park Service.
 2. Examine Federal cases and Federal statutes enacted to protect an individual’s
         Constitutional and Federal Civil rights.
 3. Examine the various legal aspects associated with use of force.
 4. Examine the authority and Jurisdiction of the National Park Service Law Enforcement program.
 5. Explain and discuss the Code of Federal Regulations, title 36 CFR.
 6. Describe Criminal Law and Federal offenses.
 7. Examine the principles of 4th Amendment search and seizure.
 8. Identify when the Fifth Amendment privilege against self-incrimination exist and identify those situations
         when the sixth amendment right to counsel exists.
 9. Describe the operation of the Federal Court System.
 10. Explain which act applies to the protection of natural and cultural resources located on National Park System lands.
 11. Explain and discuss the principles in the Federal rules of evidence.
 12. Demonstrate and learn to become effective and convincing courtroom witnesses.
 13. Identify the policies affecting the NPS LE program.
 14. Explain and discuss the issues of cultural diversity and ethnic standards.
 15. Identify officers’ responsibilities to victims and witnesses as defined by Federal Law.
 16. Demonstrate needed during the initial response to a reported property crime.
 17. Demonstrate knowledge of the classifications of various crimes against persons.
 18. Demonstrate knowledge of the circumstances under which past NPS law enforcement officers have been lost in the line of duty.
 19. Recognize incidents of civil liability for law enforcement rangers.
