Course Description: | Complies with MSHA regulations (30 CFR 48.28) for surface miner annual refresher. Topics include mandatory health and safety standards, transportation controls and communication systems, escape and emergency evacuation plans; firewarning and firefighting, ground control; working in areas of highwalls, water hazards, pits, and spoil banks; illumination and night work, first aid, electrical hazards, prevention of accidents, explosives, health, and dust and noise control. This course may be repeated for credit. |

STANDARD COMPETENCIES:
A. Explain the mandatory health and safety standards related to the assigned tasks.
I. Explain the transportation and communication systems used at a mining operation.
II. Identify the mine emergency and escape plan.
III. Demonstrate the proper use of fire fighting equipment used at the mine.
IV. Identify hazards associated with highwalls, spoil banks and pits in a surface mine.
V. Explain the requirements for illumination of work areas and night work hazards.
VI. Demonstrate proper first aid methods approved by MSHA.
VII. Recognize and avoid electrical hazards at the mine.
VIII. Explain the cause of accidents and determine prevention methods for those accidents.
IX. Explain the purpose of taking noise and dust measurements on the mine
X Explain the effects of dust and noise on the body and methods to reduce the exposure to dust and noise.
XI. Explain the significance of warning labels on containers.
XII. If explosives are used on the minesite, the student will be able to identify the types of explosives used and hazards associated with explosives.
XIII. Demonstrate the use, care and maintenance of self-rescue and respiratory devices.
