 STANDARD COMPETENCIES
 
 1. Assess community populations at risk for poor oral health using statistical and epidemiological factors for evaluation
        including socioeconomic factors, social and behavioral concepts, cultural influences, and the potential interventions to
        assist these populations in overcoming oral health barriers.
 2. Evaluate community program plans using all applicable statistics and epidemiologic data to address the risks for poor oral health
        including all steps necessary for implementation, conduction, and evaluation.

 I. Community populations at risk
      a. Define and evaluate all potentiating factors for at-risk community populations including:
              i. Demographics
             ii. Social and Behavioral factors
            iii. Cultural factors
            iv. Individual vs. community factors
      b. Assess complicating factors for at-risk populations and interaction of multiple factors
 II. Community program planning
      a. Identification and assessment of specific population for oral health intervention
      b. Implementation and performance estimates and tracking measures for program plan
      c. Evaluation and outcome assessments to be utilized with program plan in place
