STANDARD COMPETENCIES:
I. Demonstrate the principles of the `resource as authority` in park law enforcement.
A. The student should be able to:
1. Assess the level of authority necessary for handling the situation at hand.
2. Determine the appropriate response to the situation.
3. Interpret the various laws and regulations pertinent to the resource.
B. Interact with other Agencies having jurisdiction. (a,b,c,d,e,f) The student should be able to:
1. Determine the appropriate responsible agency in law enforcement situations.
2. Cooperate with other jurisdictions and agencies to achieve the best results.
3. Demonstrate limits of authority when cooperating with other agencies such as Colorado Division of Wildlife and various animal control or Sheriff`s departments.
II. Understand the basic principles of Constitutional Law.
A. The student should be able to:
1. Understand basic constitutional law as it applies to regulatory enforcement and search and seizure.
2. Determine the limits of authority the ranger operates under in relation to laws of search and seizure.
3. Research, understand, and apply appropriate search and seizure methods if authorized to do so.
III. Apply verbal skill techniques in law enforcement situations.
A. The student should be able to:
1. Compare and contrast different verbal techniques used in law enforcement.
2. Apply techniques of `Verbal Judo.
3. Demonstrate appropriate contact skills.
IV. Apply techniques of Interviewing and Report Writing as used in park law enforcement.
A. The student should be able to:
1. Demonstrate appropriate interviewing techniques applied to various law enforcement situations.
2. Apply techniques of report writing necessary for clear, concise, and complete legal reports.
V. Demonstrate appropriate court reporting techniques.
A. The student should be able to:
1. Apply and demonstrate appropriate court reporting skills required of law enforcement personnel.
VI. Demonstrate appropriate ranger safety skills.
A. The student should be able to:
1. Apply safety/survival skills pertinent to various law enforcement situations.
2. Appraise their personal skill level and use judgement in protecting their safety and that of the visiting public.
VII. Compare and Contrast various patrol/observation procedures used in law enforcement.
A. The student should be able to:
1. Choose appropriate patrol and observation procedures based on agency policy and individual situation.
2. Apply patrol and observation procedures to address various law enforcement situations.
VIII. Demonstrate appropriate skills for emergency service situations.
A. The student should be able to:
1. Apply certified medical skills appropriate to the situation and the certification level of the ranger.
2. Demonstrate safe operations around aircraft.
3. Demonstrate and apply appropriate knowledge and skills for wildland fire control.
4. Demonstrate basic knowledge of the Incident Command System appropriate to the park setting and surrounding jurisdictions.
